The Games of the XI Olympiad, held in Berlin in 1936 and commonly referred to as the "Nazi" Games, were the most grandiose international cultural festival of the fascist period. But the increased prominence of sport in the Reich's budget was not a national sport policy in isolation. As early as 1932, NSDAP cells began emerging overseas to extend fascism's influence. One of the least understood, as it relates to the Berlin Games, is a Nazi cell that targeted, in late 1933, the Jerusalem International Young Men's Christian Association (YMCA). At the time, the YMCA was facilitating negotiations to form a Palestine Olympic Committee representative of Jews, Muslims, and Christians.

Jerusalem's inter-war sport activity is the lens through which one can understand aspects of the ideological conflicts between Zionism, Arab nationalism, Bolshevism, Fascism, the Vatican's two Popes Benedict XV and Pius XI, and Olympism.
