Kara Finnigan, Professor of Educational Leadership at the Warner School of Education, discusses her new book co-authored with Jennifer Jellison Holme of UT-Austin and published earlier this month by Harvard Education Press. In this book, they seek to build a bridge between two largely disparate, yet interconnected, conversations -- those among education reformers on the one hand, and urban reformers on the other. The authors build upon their research in multiple cities to highlight political tensions and illustrate how policy decisions over time have fostered competition for scarce resources between cities and suburbs as well as patterns of segregation by race and income.
